I’ve noticed that poets whose work is nowhere near as clear and as comprehensible as Keats’ poetry, will often cite his ‘negative capability’ in their own defense.

Keats used "negative capability" to describe the mental/emotional state of the poet in the process of writing, not the written result. "Negative capability" can't be used to justify any poem.
